Console won't complete boot; no ring lights

I can initiate the start-up using either controller or power-on button.   The led in the power on button comes on, the controller lights come on, but no ring lights.  Eventually the console powers down.  This happened once before for several days, but then returned to normal.  I'd like to know what this is and what I should do ...

Two things to try right off the bat here. 1) Try plugging the console into a different wall outlet or power source. If that doesn't resolve the issue, then 2) see if a friend will let you borrow a power supply to test the console with. Please do let me know how it goes!

It turned out that the HDMI cable was bad.  I had a friend bring over a similar system, and through process of elimination it turned out to be the cable.  Never thought about that ...
