I suspect your 360 is not establishing an HDCP handshake with the display device. What exact make/model of display are you using and is there any other device (receiver, HDMI switch) in between the 360 and the device?

While rare, I have come across faulty HDMI cables that don't allow HDCP sync to complete (presumably due to high error rate).

Can you try a different HDMI cable? As Ice Storm mentioned above, sometimes cables can cause HDCP errors.

I don't have more than one HDMI right now and was wondering if that was the issue before I went and got another one. Will see if I can borrow one.

i would  try  while the  console  is on and at the dashboard to  unplug the hdmi  cable from the  back of the xbox  and wait a few  seconds  and then  replug it in if your dashboard reapears and  it pops up  hdcp  connected  then you should be connected properly if not  then you probably have a faulty hdmi  cable this can happen on any type of cable  where as things look ok on some stuff  but if the cable is bad will get  shotty  quality or no quality  because the cable  cant handle it  if you got a cheap hdmi  cable this may be the case since twisting and moving them around  can cause a failure rate  heck even plugging and unplugging them in a bit  can do it.   but as posted before try to see if you can use a different cable and if you can and everything pans out then your hdmi cable is crap

Borrowed a friends HDMI cable and no difference. Unplugged the cable as suggested by Krazy2768 it did not give any message about the HDCP. Went in to Netflix and started it anyway and after the screen went black I unplugged the HDMI cable and then when I plugged it in got a message about secure HDCP connection established and worked fine. But after reboot of xbox black screen again.
