Changing emails

I have been attempting to change the email address connected to my gamertag. In my mind this should be fairly simple, but even after contacting support three times I can not. I have been able to update my billing to my new address, but that is it. One issue is the Xbox One does not allow one to change email addresses. When I try to change it online by adding an alias it says it is already taken. 

I have contacted support three times over this issue. I do not know why it says my other account is already taken except by me, which I have not connected it to any devices. Even if I did there should be a way to remove it or to merge the two accounts. Please someone figure this out for me.
