cant upgrade/renew my live gold account

You need to phone Xbox Support as you might have a billing violation. They are the only ones who can help with billing issues.

Also you can go to billing.microsoft.com to make sure all of your information is correct and up to date. Also check forto make sure you don't have a balances due on your account.
