Can't upgrade

I can't upgrade my account since I did this update. And I'm sure my debit card isn't the problem.

If you have used multiple Debit/Credit cards on your account, You may have outstanding balances on a previous card. You will have to transfer the fees from the old card to the current one to be able to purchase more membership. To do this, go to https://billing.microsoft.com and click on the card with outstanding balances.
