Can't do offer

I have an offer on the "Spotlight" page that says I can get 2 months of Gold service for $2, but every time I've tried it I get the message "Can't retrieve information from Xbox LIVE. Please try again later. Status Code: 80190864." It has been a few days and it still doesn't work. I've also checked the troubleshooting section of the site but I haven't found a match. What do I need to do here?

Same problem here. It seems to be 2 pounds for 2 months here in UK, but the same doesn't work properly. And the same error with this code. I'm trying to buy via xbox with valid Visa Card. Any sugesstions?

i wanna do that but i need to add a payment option (visa debit card) and for some reason it keeps telling me that my credit card # is invalid can anyone help?????:(

That error code means you have a billing violation. Go to billing.microsoft.com to make sure all of your information is correct and up to date and that you don't have any outstanding balances owed. If you can't fix it there, you'll need to call support and talk to billing.
