This code means you have some sort of billing violation on your account. Go to
http://billing.microsoft.com and login with your Windows Live ID/Password. Make sure that all of your information is correct and up to date and that there are no errors or that you don't owe any outstanding
balances. If you've checked the billing site and you see that everything is in order then you'll need to contact XBOX Support for your region in order to seek additional assistance.
