When I try to buy a month of xbox live gold, it says "Can't retrieve information from Xbox LIVE. Please try again later.

That error code means you have a billing violation. Go to billing.microsoft.com and make sure your information is correct and up to date and that you don't owe anything. If you can't fix it from there, you'll need to call support and talk to billing.
