If your trying to purchase it with a credit card, it may be suspended hence you did not pay payments or over-due payments.

Have you tried on the console? If so, what does that error message say (and what error code)?

The payment option attached to your account has billing violation present on it. You can resolve this issue by updating your payment to pay a past due balance, or if your balance has been written off due to non-payment, you can add a new payment option to pay for the service. You can review your billing statement at https://billing.microsoft.com if you have further questions.

That code means you have some sort of billing violation. Go to billing.microsoft.com and make sure all of your information is correct and up to date and you don't have any balances due. If you can't fix it there, you'll have to call support and talk to billing to have them help you sort it out.
