Cannot promote Child account for Windows Live

Sorry if this is posted in the wrong area or wrong forum.

 

I don't have an xbox but I use Games for Windows. The only problem I have is that I made my account before i turned 18 and now I am 18, I cannot promote my account to an adult account. I have followed the support pages on this site and I have also gone to My Xbox, Accounts and then Upgrade/Manage Account. There is no option there however to promote child account. Is there no way for PC gamers to upgrade their accounts?

 

If anyone can help me, I would greatly appreciate it.

Is there a way I can promote my account without having to ring the United States? I'm based in the Republic of Ireland and that would not be ideal.

Is there an email address I can use to contact support? I'd rather not ring up and waste money when I only use GFWL once every 6 months.

Because you'd be changing information on the account they have to verify you are the owner. Phone support would be the only way to do that.
