Cannot accept XBox live Terms of use without parent account. (Missing Parent Account)

I cannot do anything within my xbox live profile without being asked to accept a terms of agreement, and my account has not been upgraded to an 'adult account'. My current age is 18 but when I made the account I was under 18.

I cannot do anything since the parent account is bugged / or missing.

Promote a child account to an adult account in Xbox

Xbox LIVE determines whether an account is a child account or an adult account based on the age of the account owner. Account owners who are younger than 18 are given child accounts in the United States. The legal adult age varies by country and region (for example, the adult age in Korea is 20).

Child accounts are tied to an adult's Microsoft account. The adult account can control Family Settings and restrict some features of Xbox LIVE.

After you reach the age of adulthood (which varies by country and region), you can promote a child account to an adult account. This promotion removes the Family Settings and Xbox LIVE restrictions.

To promote a child account to an adult account

  • Sign in to Xbox LIVE by using the account that you want to change.
  • Go to Settings, and then select Account.
  • Select Promote Child Account.

    Note The age of an account owner is calculated by using the date of birth provided when the account was created. This date cannot be changed. If you entered an incorrect date of birth when you created the account, your only option is to create a new account using the correct date of birth. This option is available only if the date of birth for the account indicates that you have reached the age of adulthood (18 in the United States). The legal adult age varies by country and region.

  • Follow the on-screen instructions to promote the account.

You have the parental email addresse written down, right? If not, go to the Xbox and try to accept the Terms of Use and it will be shown to you.

1) Take the parental to account.live.com/password/reset for the password reset

2) If you can't reset it, go to http://account.live.com/acsr SAVE THE EMAILS SENT TO YOU

3) If that fails, contact Support and provide them with the Console ID number from Settings | System | Console Settings | System Info (it's on the 2nd line) and the reference number from the email sent to you in Step 2, and submit a UE Request. It is faster to have the Agent call you by going to http://support.xbox.com/contact-us?xr=footnav#0:6:3 or you can look up the phone number from the 1st web link in the .sig shown below.

4) Should all THAT fail,

A) If you already have a second Microsoft Account (formerly known as the Windows Live ID) you can skip step B/B1/B2 altogether

B) Make a new Microsoft Account at http://startup.live.com which after you complete it should lead you to the Account Summary

B1) If you don't get to the Account Summary page, go to http://Account.Live.Com and sign in there.

B2) If you are prompted to cofirm the email address, please do so.

C) Complete the security information by clicking on the Edit Security Info link below. Make sure to add the Security Question down below as well as a cellular number in the Phone Numbers field and an alternate email address which is different from the Microsoft Account address.

D) Then, enter http://go.microsoft.com/fwlink/?LinkID=242792 in the address bar of your browser. Fill in the form there, with the subject EMAIL BEHIND MICROSOFT ID IS BROKEN - give a good working email where their support folks can find you. You should receive a response within a day, the gods willing.
