Can't upgrade my account.

I am trying relentlessly to upgrade my account to 1 month Gold Membership. Except I keep getting this from the website  "This action cannot be performed at this time. Please try again later. For more information, go to http://www.xbox.com/support."

Also trying to do it on my console and I get

"Can't retrieve information from Xbox LIVE. Please try again later. Status Code: 80190874"

The thing is, that error message has been happening EVERY time I try and upgrade my membership through my console, ever since I've had it.

I managed to upgrade my account last month with a 1 month Membership, but now it's ran out and I didn't have any of these problems. The phone customer service is abysmal otherwise I would phone them, and I get nowhere on the website support pages. I'm trying to give these guys my money for gods sake, what's going on?!

You might have a billing suspension because of any inpaid bill. You will need to phone Xbox Support to sor it out.

I paid a one off payment of £5.99 so how can I have an unpaid bill.

It can't be a billing suspension, if it were, his account would have received a notification regarding that he has to pay an upaid bill. That only happens if you have no money on your credit card.

this is happening to me aswell , how did u fix it coz i have usd my account and i have money on my account and i have paid my outstanding bills it just wont let me upgrade
