Can't play, login via pc client, or manage account.

Can't do anything until i accept the new terms, which is currently bugged and accepting them only takes me back to the login screen... Asking for a parent's account when my account doenst have one and my birthday on this account is correctly registered... I'm 21, well out of needed a parent's permission for anything... Never even had one tied to this account.

What do I have to do to get help from the support team? The support site for 'live' is horrible and I can't even find where to call or email the support staff...

I am sorry that you are having trouble with the terms of use. Even if you are 21, if the account was set up as a child account, then it will ask for parental permissions until the account has been promoted to adult. So, what we need to do with this is get the password on that parental account it is asking for reset so that you can get into the account and promote it to an adult. You can go through the password reset steps by going to account.live.com and clicking on 'Can't access your account?'. The email address that you need to use here is the one that the console says needs to sign the terms of use when you try to sign in. It should be right there above where you can input a password for the account. Just follow the steps on screen to access the password reset options.

If you are still having trouble, or just want to make sure that you are doing everything right, then contact support. I know that the number can be hard to find on the website, and I am sorry for that. You can contact an accounts specialist at 1-800-4-MYXBOX.

Was it ever a member of a family pack? I know that sometimes the system will show up as needing parental approval for things if you are a secondary account in a family pack.

Beyond that, I would try deleting the profile, clearing your system cashe and then redownloading the profile.

If that doesn't work, I would still say calling support is going to be your best bet. They will be able to look at the account and see if it is showing as a child account and if nothing else, get it sent up to a team that can look at the profile on the back end and fix the bug that you are experiencing.
