Can't play games offline

So I'm going to be without Internet for awhile and I can't play the majority of my games or any other dlc for that matter unless I'm connected to live. Now this is my fourth console and I've purchased all of this under my account. Every time I get a new console a just transfer my old content over to the new one. Now I understand that you can only play games/dlc from the console you purchased it on but shouldn't the "rights transfer" have fixed that?

Yes I have and that's why I'm confused as to why I still can't play games/dlc I've got from different consoles when I'm offline.

Are there games you're trying to play which do not appear in Download History? If so, then they were bought under a different account, and you must sign in with that account for Content Transfer.

So if I want to play the 100+ arcade games or play rock band with 1100+ songs I seriously have to download all that again?

I have only had this one account and everything shows up in the dl history for my name.  I've never changed my user name and every new console I've got I've done a hard drive transfer and a license transfer.

After you have done the license transfer have you re-downloaded the content.  If the data is already on your hard drive the download will go quickly as it only contains the updated license info.

I have not tried redownloading the content again. Can I do all that from my download history or do I need to find it all from the market place?  I'm guessing from everything I've downloaded in the last 7 years its probably 1500+ items. I really thought the license transfer should have done that for you.

You can do it from your console or I find it easier to queue up the downloads from live.xbox.com/.../History

You queue up everything then just let it run - please avoid gameplay during the download as that can corrupt the downloads.
