Can't migrate (MigrateWebOnlyAccount)

When I trying to submit personal info in this master https://live.xbox.com/ru-RU/MigrateWebOnlyAccount (selecting no xbox console)

I receive next error screen. I see this screen about 2 hours again and again.

Has the GT in question ever been connected to a console?

This seems to only be for web gamer tags, like windows phone accounts I think

No. Only windows games, and for couple days - windows phone 7 account, but no games installed to phone.

What is the gamer tag, I am assuming is it not this Sopholos account,  so support can see what is happening.

When I open xbox.com (if already logged in with live id) i redirects to migrate page
