If status code:80190864 pops up after you keep trying then that means your payment option has a billing violation on it. If that is the case then you need to go to billing.microsoft.com and log in and see what the problem is. If you don't want to do that
then you can add an entirely new payment option and pay with that one yet I would still recommend seeing what went wrong with the first one if you decide to use a new payment option.
