Ok, worked with an Xbox Community Ambassador.  First tried changing the router to open rather than WPA/WPA2.  That worked and xbox connected.  Then went back to WPA/WPA2, didn't work.  Then tried WEP, that does work.  Not secure enough to leave it like that however.  The router doesn't have a separate check box for WPA and WPA2, they are combined in one choice.  Any idea why WPA/WPA2 wouldn't work when WEP does?

WPA stands for WiFi Protected Access and has a higher encryption standard that WEP does, but have you made sure that the firmware in your router is up to date? If not, I would suggest visiting your routers manufactors site and check to see if there is a firmware update for it. As for why the Xbox won't connect via WPA/WPA2 but only WEP I don't have a direct answer for you on that unfortuately.
