Can't Connect PayPal or Credit Card

I've been trying to connect my PayPal and/or my credit card to my account by have had no luck with either. If it helps at all I just turned 18 a week ago. Other than that, my PayPal has a credit card attached to it, a positive money balance, and my bank account has a positive balance. If this questioned is answered elsewhere feel free to give me the link that way I don't waste anyone's time. Also, this is the message when I get to the final stages of connecting my PayPal account:

The reward method you chose is not authorized. Please use another reward method to request your cashback reward. If you get this message multiple times, contact customer support.

@Monopoly Man 93 - Does your PayPal account have the same exact information on it that your XBOX account has under it's billing as well as http://billing.microsoft.com? This can cause this error to appear if all of the information is not the same.

No one is able to help? I've seen this problem in various forums but all with no answer....

You should also go to your account management and see if "promote account" is available.
