Can't change Gamertag?

I'm trying to change my Gamertag but everytime I click 'Confirm Purchase', I get an error that says "Cannot retrieve data, please try again later." I tried it again several days later but kept getting that same error message. What do I do to fix it? I can't seem to find the problem through google, and I can't find anything here.

You might have a purchasing lock on your account. Try phoning Xbox Support, they should be able to help you.

I don't think so. I can download DLCs, I just have a few extra points left. I'll try phoning them, unless someone else has had this problem...
