Can't buy Microsoft points

Hey I have seen this problem come up a lot but still cannot find out how to fix it, up until just recently I have had no problems buying points, games or movies and now all of a sudden when I try to buy Microsoft points I get a message that says "Can't authorise selected payment option. Pease select a different payment option or add a new one." I have checked that all of the information on my account matches my billing information, added a second payment option, that came up with the same message when I tried to use it, took the original option off and put it back on, still didn't fix it, i left it for several days and tried again but got the same message, I have also called my bank and they have said that the problem is not on their end. If you guys could help me out here it would be greatly appreciated,
