Can't Acces "My Account" tab on website

Hi, I am unable to access the my account tab on the xbox live website. I am trying to make a payment and it just gives me this message:

Any solutions? I tried making the payment through my console but it does not let me either. I get a billing address error even though everything is correct.

There is probably a problem with your billing, either your account is in decline or some other issue. You will need to contact support at 1-800-4MY-XBOX to look into it.
