Black Ops Connection Problems

Well i have had these problems for ages now, but im not too sure when they started, Im always playing with 1 bar, no more. And it has nothing to do with the servers because it is always only me who has this problem, i am always 1 second behind.. for example if i shoot a guy 5 times, on the kill cam it will only show 1 bullet, and because of the inaccuracy it will probaly never hit.

The point is i have tried other games such as Halo Reach and Modern Warfare 2 and i can connect fine, my router is fine as well, i have done everything to try and get rid of this problem, i have port forwarded, set host to local only, flushed dns, tried with an ethernet cable, reset router and stuff to defaults and still nothing has solved this problem.. also when i go onto test connection it always fails and it says "Could connect to xbox live but not to internet please connect through modem" and i dont get why because i can still play online. 

The reason is why i am so eager to get it working again is because i am currently making a montage, im not some sort of cod addict.

Please someone enlighten me.. and help me fix this problem!

also don't mean to be harsh here but please don't post obvious things that i have obviously tried such as "turn router on and off" etc..

Well, I am pretty sure that the servers from Black Ops is not the problem. They are at DEFCON 5 which means that their servers are up and running.

Try testing your connection.

Since you said you turned off your Modem/Router, I suggest you disconnect either one of them, turn your 360, and test the connection again. After that play Black Ops, and see what happens next.

Provide us with a little information about your router setup.  Do you use port forwarding on your router?

I have a BtHomeHubv2 and the problem still isnt solved :( i have port forwarded twice since the problem has began, it doesn't make a slight difference. Also my NAT Type is open.
