Beyond Tier 3 Support

I have had an issue with my XBOX Live Gold membership for a couple of months now. This issue has been escalated twice already and now I am being told that my problem has been escalated beyond Tier 3 Support. Are they just telling tall tales or has anyone else ever been escalated beyond Tier 3 support.
