An error coded 801540B7

I deleted my profile and re-download it, It shows an error coded 801540B7, and I tried it later but I just can't re-download my profile. I even formatted my HDD, and lost all my savedata of games.

There is another error(I forgot the code) shows when the concole logins, but it shows failed.

So I deleted my profile on concole.

The 801540B7 error shows when I attempt to re-download.

So the profile has already gone, and the problem is "I can't re-download my profile".
