This happens when one tries to access they're payment options online, or delete one. Also, on the console, one is repeatedly told they're account is suspended until they update their payment options, which is impossible to do seeing the above, and even selecting a valid payment option on the console prompts the user they'll be billed, however this is not the case. It's happening to several people, and I've come across several forum posts regarding the same thing with no helpful response. It's been happening for 3 days now and it's getting quite frustrating.

I tried both and I"m still getting the same errors and "uh-ohs" all around. I can't remove my declined card via the console or the website.

You will need to contact an Agent so they can remove your expired card and replace it with a new one. They will also remove your suspension too.

You can call 1-800-4MY-XBOX and press the buttons according to your issues so you can have a Billing Agent correct your info.

You can also you the support link from this site and it will give you a few options on ways to contact them too.
