adding a new membership

i haven't played my xbox in about 3 months due to exams, i turned it on yesterday to play and it said i had to add a new membership but whenever i try to add 1 month of gold it comes up with 

"can't retrieve information from xbox live please try again later"

then status code 90190864 

i then tried to do it on the website and it comes up with "uh oh that shouldn't have happened it appears you have found a glitch in the system"

what can i do to fix this issue?

I think you mean 80190864. That means you have some sort of billing violation on your account. Go to billing.microsoft.com and make sure your account information is correct and up to date and there are no balances owed or anything. If you can't fix it from there, you'll have to call support and have billing help you sort it out.
