Add a user to a family membership

We have an xbox live family membership. My son tries to add his profile to the family membership and enters the correct email address and password but it won't allow him to be added.

Are we missing something?  Any suggestions what to try?

Hey there Rocket! Just to make sure, can you double check the Xbox LIVE Gold Family Pack FAQ to make sure your issue is not addressed there. Also, make sure any account you are trying to add to the plan is currently on the same console as the Primary Account holder's account. Let us know if that helps, thanks!
