8015102D error when Promoting Child Account

I am trying to promote my child account. But when I get to the Terms and Service page and select accept I receive a message box saying: "This action can't be performed at this time. Please try again later. For more info, visit www.xbox.com/support. 8015102D" I have tried searching online to see if anyone else has had the same error but have found nothing. I have also emailed xbox support but they just told me the steps to promote my account (I already know how to do this). I also just called xbox support and was told that it may have to do with the fact that I don't have a credit card attached to my account but I did not think this was required (I live in Canada). I will try to add a credit card to my account and see if that changes anything (I don't think it will). If anyone is able to offer any insight please let me know.

I habe the same problem, only i have paypal connected as my payment option.

Yeah, I've never seen the error before, so why don't we just try some basic steps.

Clear cache, recover your profile, restart console

Does your account region match your physical region?

Are you part of a Family Plan?

Have you tried adding a Credit Card (parent's?) to your account before promoting?
