The xbox uses some of gb for reserve for system use, like future dashboard updates and typical console updates. I had the same issue with my 320 hard drive and I only got to use 294 gb out of 320 gb.

All 360 consoles reserve 4.7GiB of space for system usage. That includes a 2GiB partition for XBOX game caching as well as cache space for Title Updates and system updates. The reason you only see 225GB available is due to units of measure. Out of the box, a 250 billion byte drive only has 232.75GiB of space. While the 360 may list space in "GB" (10^9), the actual unit of measure is GiB (2^30). 232.7 - 4.7 = 228GiB. There's probably 3GiB of stuff you can delete on the drive.

A 250GB drive has 250 billion bytes.

5 billion bytes are reserved for use by the 360 itself.

The remaining 245 billion bytes do not show up as "245GB" on the Dashboard because 1GB is not equal to 1 billion bytes.

"GB" has differing numerical meaning depending on the standards body using the term. JEDEC defines GB as 2^30. S.I.defines GB as 10^9. The 360's dashboard uses the JEDEC defintion. The marketing people for hard drives use the S.I. definition.
