20GB hard drive only reads 13.8 GB free why is this?

I just bought a refurbished 20 GB hard drive from Gamestop and when I look at the device summary in system settings it says there is only 13.8 GB free but there is no memory stored on it at all. I am not sure why this is. Is there a reason so much space is missing? Do I need to format it?

That's normal. The rest of the space is used for system files that you can't see.

please do not bump threads from almost 3 years ago and it not 6 gigs of files all hard drives and flash drives are not the full amount they round up.  If you get a 4 gig flash drive its 3.45 to 3.50.  the bigger the drive's capacity the 'less' you have so a 20 gig drive would have that after you take in account the system files that are taken out of that size drive.
