Greetings pianless99!

You can't favor one device/endpoint, with static NAT for all network ports used by Xbox LIVE, over the other device/endpoint.

Could you access the UI of your router and make sure UPnP (Universal Plug and Play) is ticked enable.

the router i have is the 2WIRE Gateway 3800HGV-B from AT&t Uverse and both of my systems are hardwired. I don't think i would have any issues with the nPS4 because it uses different ports. This has been the issue since friday man

depending on your modem i have found you can only get 1 open nat and 1 moderate nat with 2 connected at the same time.

you could try adding one to the DMZ zone and then the other with port forwarding.

I have had this same problem, even now in 2016. We've got 2 xbox ones in the household, mine being connected wirelessly with a STRICT nat and the other connected with a wire with an open NAT. I have forwarded all the right ports for my xbox and nothing changed. The only way I've managed to get my NAT to OPEN is to mess around with my xbox ones power settings. Switching it to "energy saving" and also clearing persistent storage and the mac address and several restarts seems to put it to OPEN. Although, after the console shuts off, it goes back to strict. Microsoft have to fix this, its ridiculous and apparently a really common issue

the issue is not microsofts , its your router not supporting multiple consoles , many don't ...and forwarding ports cant be done with 2 Xboxes , only a router that can do UPNP the right way will let you use more than one xbox...

This specific gateway it rated extremely low due to the inability to maintain a good solid connections to connected devices.    Poor quality is an unfortunate reality when it comes to ISP provided gateways.
