the error code you received mean that there’s a problem with your Microsoft account. I suggest you to check your profile data and update your security proofs and change your profile's password. For more info check this support link:
I worked with online chat for over 2 hours and did all the things you mentioned and more... Its ridiculous that Microsoft cant tell me WHAT the problem is if there is a problem with my account. Why should I change things or add more security if I don't
want to. Get your act together Microsoft!
