Xbox wont let me add any accounts to sign in

I cant get xbox to let me add ANY accounts to the sign in screen. Talked to tech support they had me delete them because I couldn't login and now I cant even put them back on. I have done a total factory reset sacrificing all my game data to even try to fix this. Have reset my router and modem. Tried hard wiring into the modem. Still nothing. I go to add new hit A and get a brief loading sign that disappears and then it quickly comes back and disappears again and takes me back to the add new option. I saw by previous old threads this happened before back in June and I tried all the same suggestions that were given. I have internet connection and can even access the xbox store. The Xbox assist option says my xbox live services are all connected. So this tells me it's NOT an internet issue. So why cant I add accounts!?!?!

Do a full shutdown and unplug everying that connected to the xbox.

#power adapter

#ethernet etc

Plug them back in and try adding the accounts again

I unplugged everything so it's just the console itself.  Waited 5 mins and plugged everything back in. Still not allowing me to add profiles

Yes. I can access all of those just fine

I can sign in but I get this error when I try to connect to my console.  It shows on the network so again its NOT an internet issue
