Why does my Xbox Series S not allow offline play even with my console set as my home xbox?

I have restarted my xbox, sextuple checked my home xbox switches, switched accounts, tested numerous offline games and went completely offline and nothing worked. Also sometimes I checked my switches and it said 0 then went back to 2.

When you switch your usual Xbox, other people playing on your old usual console will no longer be able to use your shared license. You'll need to log in to your old Xbox console online to allow them to play your games and apps (when you're not on your new usual console). Your ability to play games while offline will also transfer to your new home console.

Redownloading or launching any game on your new home console will register the license to that console, allowing offline use.

Make sure your console was connected to the Internet and downloaded the latest updates when you were last online. Sometimes the ability to play offline may be affected if the update was not completed when you were last online.

Make sure that the account you are using is the account from which you purchased the game and that there are no issues with permissions on that account. For example, make sure the account is not locked or otherwise restricted.

If you share an account or game with others, make sure there are no restrictions affecting your ability to play offline.
