Unable to Cofigure xbox elite series 2 wireless controller

My xbox elite series 2 wireless controller arrived yesterday, I followed all the instructions but I'm unable to configure the device as the "Configure" button/link does not show up in the accessories app. It is connected to my Windows 10 PC with all updates installed and the weird thing is that my series 1 controller connects no problem and I'm able to configure that one. Are there other apps or dependencies I need to install

Apparently even though I update windows regularly it didnt get the update i needed so I had to update windows to version 1903. It would seem that pressing update windows in the settings doesnt always give you the latest and greatest, I had to download a script that basically brute forced an upgrade to the one needed and the controller config screen came up

Step 1 ----Select Xbox One
Step 2 ----Select See other options
Step 3 ----Select topic (Ex. System Update)
Step 4 ----Select "Show contact options"
Step 5 ----Select request a call from support
