This has been bothering me for a while now when I am doing any resource intensive tasks.

I have tried these following items:
On CMD:

sfc /scannow

dism /online /cleanup-image /restorehealth

Update my BIOS

Nvidia Driver Clean installation

Nothing worked

In order to cover everything from your side I can advise you two more things to try:

A. Perform an in-place upgrade for your system (don't worry your content will remain)

B. Go back to windows 10 or perform a custom installation for windows (in case you want to go back to 10 or reinstall 11)

If the issue persists after trying the option B, it is likely to be a hardware issue and not an issue with windows

You may need to get inspected your PC / graphics card with a technician or reach manufacturer support to see if something can be done or how you need to proceed
