Forza Motorsport crashes on launch from PC Gamepass with Error Code 0xc0000409

I have never been able to launch FM from the xbox app on PC. I have done the following to try and resolve this:

  1. Updated all windows updates.

  2. Updated all graphics drivers

  3. Updated microsoft store and xbox app.

  4. Reset store and xbox app

  5. Run repair on store and xbox app

  6. Run repair files on Forza Motorsport (FM)

  7. Uninstalled and re-installed FM (multiple times at various stages)

  8. Scanned system files with SFC

  9. Ran a hard drive scan

  10. Turned off firewalls/allowed FM through the windows firewall

  11. Tried running game in compatibility mode

  12. Tried running game as administrator

  13. Done a clean boot and tried running the game.

  14. Deleted all XBL credentials from the credential manager
