Extremely Slow Download Speeds on PC Xbox App

I recently got Game Pass and have been trying to install some games. The download speeds are absolutely horrendous on this app. It fluctuates between 300-900 KB/s on a 400+ Mb/s connection. Every other app or download source has much more reliable download speeds (Steam gets 35 MB/s, for example). I've seen hundreds of posts about users having the same issue going back 3 years. I've tried their troubleshooting and fixes such as Delivery Optimization settings, Group Policy edits, and MS Store downloads (outdated as option is no longer there), but nothing has worked. The fact this has yet to be resolved by a leading corporation trying to sell such a service is just so ridiculous...

I finally managed to fix it, at least for me... was getting 7-9 MB/s and I am now getting 33-40 MB/s. The Windows Auto-tuning level was disabled.

Pause all downloads and close the Xbox app.

Here is what fixed it :

1. Open PowerShell as administrator.

2. Enter this command -> netsh interface tcp show global.

3. For me, the "Receive Window Auto-Tuning Level" was set to disabled.

4. To enable it, enter this command -> netsh int tcp set global autotuninglevel=normal

5. You can enter the command at step 2 to validate that the Auto-tuning is set to "normal"

Launch the Xbox app and start the download again. You should see improved download speed. I hope that this helps !
