Can't change region of my account

Hi. I'm trying to buy Game Pass inside Xbox beta app. In address form I can't change my region (there's gray US only):

I've tried to find some solution. Each of them says that I need to check region setting of my Microsfot Account.

But everything's correct. Both at my PC's settings:

What's the problem and how can I fix it?

just to be sure what country region does it show at the country region field here: https://live.xbox.com/Account/BillingAccountInformation

If that is showing the incorrect region, then you may have to Migrate your country to a different region.

There are steps for that but also restrictions and possible consequences. The following link will explain that:

Be aware that you may only change the account region once every several months.

Thanks for your reply. Well it's quite strange. There's a different region at Xbox billing information page (Russia) but i still can't change it:
