Cannot enable mods in GamePass for PC

Hi, I am unable to enable mods for Game Pass games via the Xbox App for PC. I'm using Windows 10. I'm getting this behavior for any game that says it supports mods. According to support documentaion, there should be an option under the "More actions" button to enable mods, but for me it's missing all together. I am not using a child account. Any idea what would cause this?

You can't unless you subscribe to realms or are in the insiders program
