The issue is:
When you start a 360 title that is backwards compatible on the Xbox One, you get to the start screen of your game, and you are not logged in automatically.
You go to the sign in screen and try to sign in, but you get the error that you are not connected to Xbox Live. This then gives you the option to test connection, which brings you to the Xbox One network settings screen that shows you are connected.
The problem now becomes: you don't have your save data, you can't create save data
If you have tried everything else first (hard reset, cold boot, resetting modem/router, etc.) I believe I found a work around.
1. Go into the network settings menu of your console.
2. Go to advanced settings.
3. Under Advanced settings, take note of the following information:

- IP Address (Usually 192.168.x.x)
- Subnet mask (Usually 255.255.255.0)
- Gateway (Usually 192.168.x.x)
- DNS IP address(s)
4. Under Advanced settings, change the IP and DNS settings from automatic to manual and enter in the information you noted above.
5. Hard reset your console by pressing and holding the power button for 10 full seconds until it shuts down.
6. Boot your console back up and try to load your 360 game.
7. Enjoy?
You should be signed in automatically but if you are not, press both the menu and view button at the same time.
Once your profile syncs with that game, you can change your IP settings back to auto and it will still work!
