So I have been trying to play call of duty modern warfare, but it says I am missing a data pack (multiplayer/Special Ops Compatibility pack 2). However when I select it in the game menu it doesn’t redirect me to where I can download it. I also checked to see if I have it already and just manually download but no luck. I tried uninstalling and reinstalling everything but no luck and even manually searching for it in the Xbox store. Nothing has worked so far and I have waited several weeks now to no avail. What do I do?

You have to uninstall and install from here exclusively, not from the library, just go here and select "install to" button after you log in with the account that purchased the game

I have attempted this several times and it only gives me the outdated packs and none of the needed packs to play the game.

Follow these steps
1. Go to My games and apps
2. Go to mw ->manage game
3. Click Manage games and add on
4. Click on mw -> click on installation
5. Scroll down until you see the pack or packs you need.
6. Click on the pack or packs to install
7. Save changes before backing out.
You should see the install in the queue
