Black screen flashing while using remote play on Xbox ONE to Windows 10 AND Android with TV turned off

Edit 9/26/2021 for additional info: I'm trying to use Xbox remote play through Xbox Console Companion for Windows 10 AND the newly updated Xbox App as well as through the Android Xbox app. They all work fine when the TV and audio receiver that the Xbox One is connected to are turned on and ALSO when the Xbox One's HDMI cable is disconnected. However, when the receiver and TV are turned off and the Xbox One is still connected to them, the streamed video flashes a black screen every 1-3 seconds on Windows 10 and on my Android phone. This flashing seems similar to ones I've seen when there is an HDCP handshake issue. This problem started happening around late 2020 (Novemberish).

I've already tried  DISM, SFC  and reinstalling the companion app.  I'm entirely wired network  between the console and the PC, so the other troubleshooting steps over that link seem to be not applicable.

Update: Actually, I must have had my TV on when I tested before. I can confirm that even the new Xbox App update is doing the same thing. So frustrating.

Original Post: This problem is now moot since the new Xbox App update that allows Remote Play works fine for me and the Xbox Console Companion feature is now deprecated.

This post seems related, although none of the fixes he did work for me. I tried disabling G-Sync and 60, 85, 144hz, turned off Low Latency mode, GPU scaling, and more. None of these changes helped.


I will also add that this problem ALSO occurs when trying to remote play on my phone using the Android app, so this issue is not on the Windows side.

I am pretty sure that this has something to do with HDCP. It works fine with the TV and Receiver on and now I know for a fact that it ALSO works when I completely unplug my Xbox One's HDMI cable. It ONLY flashes black when I try to remote play when the HDMI cable is connected to a receiver and TV that are turned off.
