Gmail: The server has rejected your login

I have set a Gmail account into Windows Live Mail (WLM).  I did all the setup instructions to the letter.  Incoming mail as IMAP.  When logging into WLM I encounter a message stating:

"Live Mail needs to download the folders before you can read the messages in this account.  To download the folder, click Download.

Clicking Download I get another message:

"The server has rejected your login.  Please verify your username and password is correct.

No matter how many accounts I set up with new Gmail addresses and passwords I get the same message.  The problem seems to be in the server.  What can I do to correct the problem?

Did you perhaps also set up two-factor authentication for the Gmail account? If so, you'll have to generate a unique app password to use in Windows Live Mail.
