1) People tags (facial recognition data) are always stored in the local database of Windows Live Photo Gallery. In addition, if your photos are in JPEG format, then People tags are also stored in the photos themselves, as metadata.

Windows Live Photo Gallery holds its databases on a per user basis on a PC. Each database is a collection of files found at C:\Users\username\AppData\Local\Microsoft\Windows Live Photo Gallery.

2) While some people have had success in copying across the database to a new computer, a better approach is just to copy across the photos themselves, if you have them in JPEG format.

That's because all the metadata, including the People tags, are stored in the photo files themselves, and the Windows Live Photo Gallery running on the new computer will then read out the metadata from the copied photos and construct its own copy of the database.

Oh, I should probably add - do a test with some photos first, if you can, just to check that this works. There have been some cases where WLPG on the old computer has not been storing metadata into JPEG photos (Microsoft are still investigating what causes this).
