Why does my Windows XP Service Pack 2 Setup Wizard freeze while "Creating Cabinets"?

I repaired my Windows XP installation, due to installing a new motherboard and cpu, and began running Windows XP updates.  I am stuck at the SP2 installation, left it on overnight with no progress - stuck at Creating Cabinets, Details : Running processes before installation.

-All of my hardware is working fine.
