Unable to install Windows Update KB2863058

I am unable to install this update it keeps on failing.

 Windows Update KB2863058 changes the time zone data to accommodate daylight saving time (DST) changes in several countries. This update supersedes and replaces the update that is described in Microsoft Knowledge Base (KB) article 2779562, which was released in December 2012. All additional time zone changes released as hotfixes after the update 2779562 are incorporated in this update.

When you apply this update, you may receive a message that resembles the following:

“Update cannot be installed as a newer or same time zone update has already been installed on the system”

This message indicates that you have already applied the correct update or that Windows Updates or Microsoft Update has automatically installed this update. No additional action is required to update the Windows operating system.

Did not receive the message:  “Update cannot be installed as a newer or same time zone update has already been installed on the system”

Error code on WU is 0x8007F0F4.

I tried method 1 above, and it did not resolve.  I will try method 2 next when I have time.  Thanks.

I have recieved the message;

Update cannot be installed as a newer or same time zone update has already been installed on the system”

But my system keeps trying to install it, with a balloon popping up all the time saying updates ready to install.

Is there a way of getting rid of this? as it very distracting..

I had this problem also. I had to go into add/remove programs and find the update that was installed and uninstall it. Then for some reason the system would let it install. Maybe it was not installed correctly the first time.
