Which dll file are you trying to re-register?

I would suggest you to un-register and re-register <dll file name> file.

a. Click Start, and then click Run.
b. In the Open box, type cmd, and then click OK.
c. At the command prompt, type the following lines, and then press ENTER after each line:

Unregistering a file: To unregister a file, type:

regsvr32 -u <dll file name>
Registering a file: To register (or re-register) a file, type:

regsvr32
<dll file name>
