my uncle hacked my computer and made it all but unusable. I need to get into the admin account.

i cant access any of my old files that i made prior to him hacking my computer, i cant change any of the settings and i dont have permissions to to access allot of files. Also i cant install any new things like i tried to download wanko to kurasou (a visual novel) but it said "you must be logged in as administrator or as a member of the power user group when installing this program". also i am blocked from allot of sites on the internet (facebook, youtube, blurtit, wikipidea, and a few other big sites as well as gmail). i want to know how i can change the admin password. I have xp home edition. can i get some help please? I would really appreciate it. , i can barely go on the internet and i cant download anything or access any of my old files. He wont give me back the password so dont suggest that please.
