My Safety Center says I have no functioning antivirus program on my computer but I have Microsoft Security Essentials and it signals OK.

Do I have anti virus protection or have I not?

Sounds like an issue involving the ongoing "silent" upgrade to the latest version of MSE via Windows Updates...we are reading intermittent reports on the forum of that occasionally occurring.
 
Open Security Center and be sure everything is turned on.
 
Then (if necessary) let's uninstall/reinstall MSE.
 
You should be able to uninstall MSE from Control Panel.  If not, see the following:

After ensuring all of the previous version is removed, you can download the MSE Installation File from here
 
If this does not work let's run Revo Free and set it to remove MSE and then see if you can download and install the new version: http://www.revouninstaller.com/revo_uninstaller_free_download.html
 

Sometimes remnants of prior security software will suddenly cause issues with your current antimalware program.
